Abstract
Introduction: The safety, health and environmental management system in high-risk industries, including open-pit mines, plays a decisive role in reducing accidents, promoting employee health, improving productivity and organizational sustainability. The inefficiency of this system leads to an increase in accidents, occupational diseases, environmental damage and a decrease in satisfaction and efficiency; while its effective establishment has numerous positive consequences for the organization and stakeholders. The aim of the present study is to identify the factors affecting the performance of the safety, health and environmental management system in open-pit mines.
Methods: Method: This research was conducted with a qualitative approach and conventional content analysis method. The study population included experts in the field of safety, health and environment of open-pit mines, 13 of whom were selected through purposive and theoretical sampling. Data were collected through semi-structured interviews until theoretical saturation was reached and analyzed through open and axial coding stages. Finally, 61 identified factors were classified into five main categories: "organizational", "individual", "occupational", "environmental" and "external".
Results: The results showed that the highest frequency and importance of factors are concentrated in two organizational dimensions (management commitment, safety culture, resources and training, structure and processes of the safety, health and environment system) and individual (safety behaviors and attitudes, motivation, risk perception, employee empowerment and health). Occupational, environmental and extra-organizational dimensions play a preparatory and reinforcing role in the performance of the safety, health and environment system.
Conclusion: From a practical perspective, strengthening management commitment, safety culture, targeted training, and employee participation can significantly improve safety, health, and environmental performance in open-pit mines. From a scientific perspective, the results of this study provide a conceptual framework for clustering and explaining factors affecting the performance of the safety, health, and environmental system and are considered a basis for developing models and assessment tools in future studies.
